Excuse plot for Jewelpet Garnet vs Capper Dapperpaws: Capper instigates the fight by nearly selling the Mane Six into slavery. Then Garnet spots him, mistakes him for an enemy Jewelpet, and tackles him to the floor, rolling both him and herself far away from the Mane Six.
 
My money’s on Garnet. Capper’s only attacks in canon involve outside aid (tying up some enemies with a ribbon with Rarity’s help, then using Spike as a flamethrower) and he can’t throw a grown man over his shoulder. However, Garnet has been in an actual fight with Opal and can effortlessly spike a grown man-turned-volleyball several times her own size.
