Chrysalis isn’t a tyrant ruler, but one deeply devoted to her people and feeding her kingdom, no matter the cost.
 
First off, the concept of “love” or any emotion isn’t something the average changeling understands as something they can feel, as their emotional capacity is severely limited, and the best they can do is mimic the behavior. They simply think of emotion as food. Chrysalis is a different, apparently rare breed of changeling that has higher functioning emotions and thought, and the only one able to guide the others.
 
She loves them as children, and they feed off it in times of great hunger. It gets to Chrysalis sometimes that her love can’t be returned, which is why she cherishes her half-pony daughter more than anything.
 
They work like a hive mind, with Chrysalis at the center. Due to their shape-shifting nature, the drone changelings reflect the appearance of their host. (hence Thorax’s hive changing into butterfly friends)  
Without a hive, changelings would be directionless and probably die out eventually.
 
She believed she was the only one of her type, until Thorax hit his metamorphosis. The hive was divided by this, with most latching onto Thorax, and a small amount staying with Chrysalis. She was heartbroken, as they had been a family to her, And with the divide, she worried for their survival in the hands of someone new. In her anger, she fled with her remaining hive, determined to find somewhere far away to plan to retake her hive, and rebuild her home. Not before dropping off her daughter with Luna at the castle though, to live a better life than the one she could now offer.
 
And regarding her and Luna, they developed a relationship during Nightmare Moon days, when Luna approached her offering an alliance. Their first re-meeting was Canterlot, and Luna couldn’t bring herself to fight her then.
 
Luna respected and admired her dedication to her kingdom and drone children, and Chrysalis understood Luna’s need for admiration and affection in a unique way. After years of separation, they still hold a fondness for each other.
