The peeps you see in this particular pic are part of Tempest Shadow’s elite squad, Tempest Shadow being the captain. Tempest Shadow and her squad work for Twilight. (duu…)  
In this scene, the team was taking a sweep of a convention center for Twilight to come to speak, until they ran into this thing and one other creature. (which is in a different picture.)
